Shatrughan Singh was born on 28 December 1956. He has been an IAS officer of Uttarakhand cadre. He is a 1983 batch IAS officer of Uttarakhand cadre. However, he was an IAS officer of UP cadre in the united Uttar Pradesh before the formation of Uttarakhand. During this period, he has served as DM and Commissioner in several districts including Muzaffarnagar. Talking about his education, he holds B.Tech in Electrical Engineering and Post Graduation in Economics.

Has been the Chief Secretary of Uttarakhand, has been made an advisor to the Chief Minister

Retired IAS Shatrughan Singh has been the Chief Secretary of Uttarakhand. He took charge as the 13th Chief Secretary of Uttarakhand in the year 2015. After retiring from the post of Chief Secretary, he was made Chief Information Commissioner of the state. IAS Shatrughan Singh was also appointed by former Uttarakhand Chief Minister Tirath Singh Rawat as his chief advisor. Retired IAS Shatrughan Singh has also worked on deputation to the Centre, under which he served as Joint Secretary and Additional Secretary during the tenures of Prime Ministers Manmohan Singh and Narendra Modi.

Uttarakhand has been a member of the UCC Draft Committee

The Uttarakhand government was the first to frame and implement the UCC rules. The Uttarakhand government constituted a 5-member UCC Draft Committee to frame the rules, which included retired IAS Shatrughan Singh. Retired IAS Shatrughan Singh is believed to be an expert in preparing the UCC draft.
